BY-LAWS, RULES AND REGULATIONS

PUTNAM YOUTH BASEBALL, INC

ARTICLE I - PURPOSE

The object of Putnam Youth Baseball, Inc. (PYB) is to inspire youth to practice the ideals of good health, citizenship and character. To bring youth closer together through means of common interest and the love of the game. To teach children the fundamentals of baseball, sportsmanship, fair play and teamwork.

ARTICLE II - LEAGUE STRUCTURE

  1. PYB shall operate under the rules and guidelines of Clackamas County Junior Baseball Association (CCJBA) which is governed by Junior Baseball of Oregon (JBO).
  2. In addition to the CCJBA league classifications, PYB shall also offer T-Ball and Rookie-Ball League classifications.
  3. T-Ball ages shall be five (5), six (6) and seven (7) not to be eight (8) before August 1st of the current year.
  4. Rookie-Ball ages shall be seven (7) and eight (8) not to be nine (9) before August 1st of the current year.

ARTICLE III - SPECIFIC RULES AND REGULATIONS

  1. There will be a minimum of twelve (12) players per team unless approved by the JBO.
  2. Players must reside in the Putnam High School area to be eligible to play in the PYB unless approved by majority vote of the Board Members. Current school transcript will be used for proof of attendance in a Putnam area feeder school if necessary.
  3. Player's registration forms will be signed by parents or guardians of the player (electronically if signed up online). Birth certificates will be proof of age.
  4. Coaches, Players and Parents will sign a PYB Code of Conduct.
  5. All coaches (head and assistants) will be required to complete and pass a background check prior to any contact with players.
  6. Head Coaches will need to complete the NYCSA certification (spelling? Ask Mike J/Peis for more info)

ARTICLE IV - BOARD STRUCTURE

The board shall consist of 12 positions and are as follows:

President Fields Manager

Vice President Equipment Manager

Secretary Coaches Representative

Treasurer County Representative

Rookie/T-ball Coordinator Fundraising Coordinator

Umpire Coordinator Registrar

  1. All motions before the board will be made and seconded by board members and require a simple majority vote to pass.
  2. The PYB President will cast the deciding vote in the event of a tie.
  3. If a board member holds more than one (1) position, they can only cast one (1) vote.
  4. In the event a vote is necessary in-between board meetings, the voting may be done electronically via email. The results will be included in the next board meeting minutes.
  5. Any vacancy occurring in the Board shall be filled by the Board, appointing a member of the organization to serve for the unexpired term of his/her predecessor in office.

ARTICLE V - FINANCES

  1. All league monies will be turned over to the Treasurer immediately for deposit.
  2. The player fee and mandatory fundraising amount will be set by the Board prior to registration each season.
  3. Funds raised by individual teams will be managed by PYB and the Treasurer.
  4. No payments to vendors will be made prior to services being rendered without invoice and board approval.
  5. No payments will be made for services rendered without receipt of an invoice.
  6. No reimbursements for board approved expenses will be made without receipt of an invoice.
  7. No expenses will be reimbursed without a receipt and board approval.

ARTICLE VII - AMENDMENTS

  1. Amendments to the stated By-Laws, Rules and Regulations must be presented by a voting member of PYB and approved by a simple majority vote.
  2. The PYB President will cast the deciding vote in the event of a tie.
  3. All amendments to these By-Laws, Rules and Regulations shall replace all previous by-laws, rules and regulation. A revised copy will be distributed to all Board Members of PYB and posted on the website.
